The safest cities in Mexico, going by government warnings, are the places the UK FCDO leaves off its warning list, such as Cancún, Playa del Carmen and Tulum, and the cities it carves out, such as Mazatlán, Morelia and Manzanillo. At Safe to Go, we read the US, UK and Canada warnings for Mexico every day to see where the regional risks begin and end.
Travelers most often misread the national warning level, when the strictest warnings apply only to specific states and municipalities.

Areas of Mexico Under Strict Travel Warnings
Government travel advisories identify specific Mexican states where foreign nationals face elevated risks of violent crime, kidnapping, and fighting between rival organised crime gangs. The UK FCDO travel advice for Mexico advises against all but essential travel to the entire state of Zacatecas without exceptions. The UK FCDO also advises against all but essential travel to the state of Colima, except the city of Manzanillo reached by sea or air and the direct road 200 from the airport.
The UK advisory applies the same all-but-essential travel warning across the state of Guerrero, leaving only the town of Zihuatanejo and Ixtapa accessible by air as an exception. In Michoacán, the UK FCDO advises against all but essential travel with a few exceptions. They are the city of Morelia reached by toll roads 15D, 126 and 43, the town of Pátzcuaro reached by toll roads 14D and 15, boat trips on Lake Pátzcuaro, and Federal Highway 15D.
In the state of Guanajuato, the UK FCDO advises against all but essential travel to areas southwest of road 45D. In Jalisco, UK warnings cover the northern municipalities of Bolaños, Chimaltitán, Colotlán, Hostotipaquillo, Huejúcar, Huequilla el Alto, Mezquitic, San Martin de Bolaños, Santa Maria de los Ángeles, Totatiche, and Villa Guerrero, as well as areas south and southwest of Lake Chapala toward the Colima border.
Northern Border Risks and Railway Exceptions
Drug-related violence affects the northern states of Sonora, Chihuahua, Coahuila, Nuevo Leon, Tamaulipas, Sinaloa, and Durango, where armed clashes between security forces and crime groups occur without warning. The UK FCDO says criminals do not usually target tourists, but visitors off the tourist track can be caught in crossfire or mistaken for gang members.
The UK government advises against all but essential travel to Tijuana and Tecate in Baja California, warning that businesses follow an unofficial curfew, only opening during daylight hours due to security threats. Permitted transit exceptions in Tijuana include airside transit through Tijuana airport, the Cross Border Xpress bridge connecting to the United States border, and federal toll road 1D via the Vía Rápida to the border crossing.
In Chihuahua, the UK FCDO advises against all but essential travel across the state, while carving out the city of Chihuahua, federal toll road 45D, the border crossing in Ciudad Juárez via toll road 45, the road from Creel via San Juanito to San Pedro, state highway 16, and the Copper Canyon rail route. In Sinaloa, strict warnings exempt only Los Mochis, Mazatlán, road 32 between El Fuerte and Los Mochis, the 15D federal toll road, and the Copper Canyon railway between Los Mochis and El Fuerte.
In Tamaulipas, the UK FCDO advises against all but essential travel across the state, excepting the border crossing at Nuevo Laredo via federal toll road 85D from Monterrey, federal highways 80, 81, and 85 connecting Tampico, Ciudad de Victoria, and Magueyes, and the area south of these routes. In Chiapas, the UK FCDO advises against all but essential travel within 40 kilometers of the Guatemalan border from the Pacific Coast to Gracias a Dio, and along Federal Highway 199 between Rancho Nuevo and the Chancalá junction near Palenque.
Regions and Corridors Left Out of Major Warnings
A large portion of the country remains entirely outside these territorial warnings. The UK FCDO notes that the state of Baja California Sur remains unaffected by the warnings issued for Baja California, meaning destinations on the southern peninsula do not fall under the strict regional travel restrictions.
Cancún, Playa del Carmen and Tulum are not on the UK FCDO warning list. The UK FCDO still says crime is a risk in Mexico tourist resort areas and calls street crime a serious issue there, so the precautions below apply in all three.
Where a UK FCDO warning covers a whole state, the UK FCDO lists specific exceptions for primary transit corridors and tourist centers. These carve-outs permit travel along designated transit corridors and to destinations like Morelia, Mazatlán, Manzanillo, and the Copper Canyon line.
What Travel Advisories State for Popular Mexican Cities
Each city below links to its own verdict page, and you can compare destinations side by side to see two of them together.
In our guide on is Mexico City safe?, we review the warnings in the national capital, where the UK FCDO says political demonstrations are common and protests against gentrification have taken place in central and tourist areas since July 2025. The UK FCDO also says unlicensed taxi drivers have robbed and assaulted passengers in Mexico City, and it advises sitio taxis from authorised ranks or authorised pre-paid airport taxis.
When evaluating is Cancún safe?, visitors should note that the resort zone carries no regional travel bans, though licensed taxi drivers protesting app-based services like Uber have blocked roads near hotels and disrupted transit. Our reviews on is Playa del Carmen safe? and is Tulum safe? cover two coastal towns that are not on the UK FCDO warning list, where the national precautions on street crime, drinks and travel after dark still apply.
On the Pacific coast, our analysis on is Puerto Vallarta safe? covers a city the UK FCDO does not name: its Jalisco warnings cover eleven northern municipalities and the area south and south-west of Lake Chapala. Across the southern peninsula, our guide on is Cabo San Lucas safe? covers Baja California Sur, which the UK FCDO leaves out of its warnings, though it notes drug-related crime in the state, including Los Cabos. Our report on is Guadalajara safe? covers a city the UK FCDO Jalisco warnings do not name. Our review on is Oaxaca safe? covers the protests that the UK FCDO says have blocked vehicle access to Oaxaca airport.
Evaluating Safety in Mexican Destinations Not Specifically Listed
When assessing Mexican cities that lack dedicated city-level advisories, start by mapping their location against state-level government warnings. The US Department of State Mexico travel advisory notes that conditions can vary widely from state to state and even within a state, while the Government of Canada travel advice for Mexico maintains regional advisories.
If a town sits inside a warned state, check whether it appears on the exceptions list in the UK FCDO travel advice for Mexico before you plan a visit. Every town in Zacatecas falls under the UK warning against all but essential travel, while towns in Chihuahua or Michoacán fall under it unless the UK FCDO lists them as exceptions.
Travelers should also evaluate local transit links between major airports and rural towns. The US government notes that emergency services remain limited or unavailable in remote and rural areas.
Precautions the Advisories Give for All of Mexico
Some precautions in the advisories apply across all of Mexico, in resort areas and border areas alike. The US State Department strongly advises U.S. citizens to follow the rules it sets for its own employees, which prohibit travel between cities after dark and prohibit driving between Mexican border cities and the interior of Mexico with limited exceptions.
The UK FCDO advises staying off isolated roads, using toll roads (cuotas) whenever possible, and keeping car doors locked and windows closed at traffic lights. It says violent carjackings and robberies happen along the Pacific Highway, and criminals have targeted large camper vans and sport utility vehicles (SUVs). If you meet a road checkpoint, the US State Department says to comply, because fleeing or ignoring instructions can get you hurt or killed. The UK FCDO adds that unofficial roadblocks in remote areas are run by local groups seeking money and can become violent.
The UK FCDO says it is generally safer to use ATMs during daylight hours inside shops or malls, and it warns that express kidnappers force victims to withdraw cash at ATMs. It also warns that drinks can be spiked or contain methanol, so do not leave drinks unattended, and get urgent medical help if someone shows signs of methanol poisoning after drinking. If police, real or fake, demand money for an alleged offense, the UK FCDO says not to hand over cash or your passport. Ask for a copy of the fine to pay later, and note the officer’s name, badge number and patrol car number.
When Travelers Should Reconsider and Monitor Risks
Travelers planning independent road trips across rural Mexico or self-driving across northern border states should reconsider their itinerary. The US State Department strongly advises U.S. citizens not to drive between Mexican border cities and the interior, with limited exceptions. Independent road travelers should instead choose destinations with direct international flight access or consult the safest Caribbean islands.
Our assessment would shift if government agencies update regional boundaries or issue new all-but-essential travel advisories across major tourist centers.
