How This Central American Ranking Is Computed

This ranking measures published government travel warnings rather than raw crime statistics. We pull the standing travel guidance from three official bodies: the US State Department, the UK Foreign, Commonwealth & Development Office, and the Government of Canada.

The ranked table above sorts countries first by their current baseline advisory tier from the United States, then factors in specific regional warnings from the UK, and finally weighs the national caution stance issued by Canada. When the three governments disagree, we show all three and lean on the strictest for the area you are visiting.

What we see travelers misread most often is the national level, when the warning is about specific regions.

What Government Advisories Say About the Top Destinations

The top-ranking destinations carry the lowest baseline security warnings across the three monitored governments, but each country still presents distinct operational conditions. The United States advises normal precautions for travelers heading to El Salvador, observing that gang activity has decreased. However, official rules for US government employees prohibit night driving between cities or departments due to road conditions, hilly terrain, possible landslides during rainy months, and an absence of streetlights. If you are planning an itinerary, check our detailed breakdown on is El Salvador safe? to see current regional guidance.

Panama stands near the top of the table as Canada advises normal security precautions nationwide, though the United States advises increased caution due to crime. According to the US advisory for Panama, US government personnel require special authorization to visit the Mosquito Gulf and the Darién Region because of safety risks, where emergency services for US citizens are limited. Read our guide on is Panama safe? for specific area boundaries.

Belize and Costa Rica follow closely, with both receiving increased caution notices from the United States and high caution warnings from Canada. For Belize, the US State Department notes that violent incidents can happen during daylight and in tourist corridors, with the south side of Belize City historically showing the highest concentration of gang violence.

  • Panama: Official personnel require special authorization to enter the Darién Region and the Mosquito Gulf.
  • Belize: Gang violence concentrates historically in the south side of Belize City, though isolated violent crimes affect visitor areas.
  • Costa Rica: Petty crime is common throughout Costa Rica, while violent crimes including armed robbery and sexual assault also affect tourists.

Why Costa Rica Ranks Below El Salvador and Panama

For Nicaragua, the US advisory cites crime, health risks, wrongful detention, and arbitrary enforcement of local laws. US government staff working in Nicaragua are generally not allowed to drive after dark due to poor road conditions and dark streets, though they may drive at all times in Managua and on Carretera Masaya.

Guatemala sits at the bottom of the regional list at the time of writing because the UK FCDO explicitly advises against all but essential travel to parts of the country. The US State Department advisory for Guatemala warns of gang activity, robbery, carjacking, drug trafficking, and low police arrest and conviction rates.

Regional Warnings Inside Panama and Guatemala

A national ranking provides an initial baseline, but regional rules inside borders matter far more once you begin booking transport. In countries like Panama and Guatemala, specific regions carry distinct safety risks compared to the rest of the country. This ranking does not serve travelers heading to the Darién Region or the Mosquito Gulf in Panama, or to the south side of Belize City. A country’s place in the table says little about those areas.

Our answer on the safest countries would change if the US State Department raised its advice for El Salvador, or if the UK lifts its regional travel warnings for Guatemala. You can monitor daily updates through our feed of latest advisory changes to see changes after each government updates its advice.
